The Pendulum Keeps Spinning: What Defense Lawyers Need to Know about What's Coming

In this timely and informative session, Laura Arnold will delve into certain new laws, effective January 1, 2025, which seek to solve problems like "Homelessness," "Hard Drugs," and "Retail Theft" by undoing many of the reforms made by Proposition 47, a decade ago. These new laws are revolutionary and they are harsh. California defenders need to be ready, now, so as not to be blind-sided in January. Attendees will gain an overview of these changes in the law as well as practical tools to navigate this changing legal environment and ensure the best outcomes for their clients.
Approved for 1.25 hours of participatory credit, and is limited to those active in criminal defense.
Meet your Presenter:
Laura Arnold
Laura Arnold hails from Cleveland, Ohio. A graduate of the Ohio State University College of Law, Laura has served as a deputy public defender and/or Public Defender since 1995, and has practiced in nearly every geographic region
in the State of California. She currently calls Modesto, California her temporary home. Laura was attorney of record in several landmark California Supreme Court cases, including In re William Taylor, et al., which invalidated the
2,000 foot residency restriction of Jessica's Law, and People v. Superior Court (Lara), which held that the juvenile law amendments of Proposition 57 apply retroactively to direct-filed cases which were not yet final on appeal on the
initiative’s effective date. Laura is a past president of the California Public Defender's Association and a former Defender of the Year. Since 2016, she has served by appointment of the Chief Justice as a member of the Criminal Law
Advisory Committee to the Judicial Council, and she was recently appointed to the CCP 367.9 Working Group. She is a regular presenter for CACJ, CPDA, and regional defense organizations and bar associations.
